- Content design - allow an admin to begin a PPL application on behalf of someone else

- Working software - PPL statutory deadline report

- Working software - alternative contact phone numbers
- Working software - fix issues with duplicating re-ordering large protocols
- Design - improvements to the task activity log and statutory deadline warnings
